load balancing doesn't work properly

It worked fine but only for http traffic - if I kept hitting F5 on sites like http://www.whatismyip.com/ I could see that my external IP are switching.
Unfortunately FTP (download using a FTP client) is not working properly - it connects via one of the WAN links and keeps using it - it doesn't load balance - even when I download multiple files at once.
Any hints?
