How to limit bandwidth on router?

Can you kindly help me limiting the bandwidth.I'm using Zyxel p-661h-d1 and my DSL getting slower when my neighbor downloading, video streaming and using torrents.Can i limit their bandwidth using BrazilFw?Please instruct me how to use it I dont know what to do.
