trying to set up routed ip's

I tried following this howto http://bonomo.info/coyote/proxy-arp.php but I'm still having trouble getting it to work. my first attempt, the server in the dmz could get online, but I couldn't access the server from the outside internet. I went over the guide again and tried setting it up. right now I can access the server from the lan, but the server can't access the internet and I can't access the server from the internet. how do I even know what the problem is? I'm shooting in the dark trying to fix it.

my isp is routing 2 extra static ip's to my cable modems main ip. I'm just trying to get one of those ip's split off and forwarding to a web server on the dmz. I can't figure out any way to get it to work. I wanted to avoid using nat or port forwarding. I just want the web server to have one of the static ip's.

here's what I'm getting on the web server right now. I don't know where that 10.170.0.1 ip is coming from.
[root@v1 ~]# ping google.com
